RULE 40. MILEAGE - FREIGHT SERVICE.     (a) Pool freight crews will be permitted to make from 3850 to 4000 miles per month on districts where it can be made. Mileage may be increased when business justifies and other crews are not available.  Superintendent and Local Chairmen will handle crew mileage, extra boards, and pool crews that are required to make short turn-around trips out of home terminal.  

     (b) Superintendent and Local Chairmen will handle crew assignments in assigned freight service. Bulletin will specify mileage trainmen will be permitted to make on assignments.

       (c) When the extra list is reduced, such reduction will be from the brakemen working on the extra list. Assigned positions that may be held by brakemen junior to any of the brakemen removed from the extra list will not be bulletined but such junior brakemen can be displaced by any senior brakeman who is removed from the extra list in accordance with schedule rules.  

     Deadhead mileage will not be allowed to any employe because of a regulation of mileage which results in the reduction of employee on the regular or extra list.

       (d) Extra conductors, including those who work part time as a brakeman and part time as a conductor will be permitted to earn the equivalent of 4000 miles per month at pool freight conductor's rate of pay, opportunity permitting.  

     Extra conductors filling an assignment the entire month will be permitted to make same earnings as the regular assigned conductor.

       Extra conductors who fail to lay off when they have earned the maximum prescribed in this rule will be withheld from service at the written request of the two Local Chairmen.  

     Extra conductors will register their accumulated mileage upon arrival at home terminal in book provided for that purpose. Extra conductors failing to register their mileage will not be entitled to their turn out.

     (e) Extra freight brakemen will be permitted to make minimum of 2500 miles per month and will register their accumulated mileage upon their arrival at home terminal in a book provided for that purpose. Extra brakemen who fail to so register their mileage will not be entitled to their turn out. This rule shall not be construed as a guarantee.
