ENGINEERS & FIREMEN CALLED TO DEADHEAD

CHEYENNE-RAWLINS

This refers to your joint request to modify the Blue Print Board Agreement of May 15, 1959 and the provisions of BLE Rule 53 and UTU (E) Rule 65 for the Fifth Seniority District between Laramie-Cheyenne and Laramie-Rawlins.

When a pool freight crew has been called for service to handle a train and it is subsequently decided to deadhead another crew, it has been the practice under existing rules to change the call of the on-duty crew from service to deadhead and call the following crew to handle the train.

Your request contemplates that, in such a circumstance, the on-duty crew will remain in service to handle the train and the following crew will be permitted to deadhead on the same train. Therefore—

IT IS AGREED:

1. In the territory between Cheyenne-Rawlins, the call of a road engine crew to handle a train will not be changed from service to deadhead if another engine crew is subsequently ordered to deadhead on the same train. Engine crews handled as provided herein shall retain their same relative positions in accordance with the provisions of the May 15, 1959 Blue Print Board Agreement.

Example: At 10 AM, first-out Crew A is notified to report for service at 11:30 AM. Following Crew B is subsequently notified to deadhead on the train handled by Crew A. The calls of both crews would remain unchanged and the crews would retain their same relative positions.

2. The provisions of this Agreement shall not affect the calling of two crews for the same train, one to deadhead and one to handle the train, under the provisions of BLE Rule 60(d) and UTU (E) Rule 65(d).

Example: At 10 AM, Crew A is notified to report for service at 11:30 AM. At 10:30 AM, Crew B and Crew C are notified to report for the same train at 12N, Crew B to deadhead. If time and conditions permit, however, Crew B could be ordered to deadhead on the train handled by Crew A. In either instance, the three crews would retain their same relative positions.

3. This Agreement shall be effective June 12, 1972 and will automatically terminate 10 days after written notice is served by any party on the other two.
