RULE 11. WHEN OMAHA UNION STATION-COUNCIL BLUFFS ARE TERMINALS.——Omaha Union Station will be the terminal for such passenger trains as begin or finish handling passengers at Omaha, or when road passenger crews are required to pick up or set out cars at Omaha, other than "doubling to their train with cars brought from Council Bluffs. Council Bluffs Transfer will be the terminal for other trains.
