RULE 11. LOCAL FREIGHT SERVICE. (a) For local or way freight service, fifty-six cents ($.056) per 100 miles or less for engineers shall be added to the through freight rates according to class of engine; miles over 100 to be paid pro rata.

(b) Local rate shall be paid for assigned local freight service, assigned mixed train service, assigned log train service, and beet train service.
