RULE 114. EXCHANGING SENIORITY.  Exchange of seniority by an engineer on a seniority district within the scope of this agreement with an engineer on a seniority district of the Union Pacific Railroad outside of the territory of this agreement will be subject to the approval of and conditions agreed to between the General Managers and the General Chairmen of the districts concerned.
