RULE 16. INITIAL TERMINAL TIME. (a) Initial terminal time in passenger service will begin at time set for departure of the train and will end when train actually departs from the passenger station, except that all time in excess of thirty (30) minutes from the time required to report for duty until the time set for departure of the train will be paid for as initial terminal time. Time on road shall be computed from time train actually departs from the passenger station. Initial terminal time shall be paid for pro rata on minute basis and at one-fifth (1/5) of daily rate applicable to the locomotive used.

(b) When required at the initial terminal to handle equipment between the on-duty time and the time train is called to leave, initial terminal time will commence at the time required to report for duty. The term "equipment"  shall not apply to locomotives or self-propelled passenger cars.
