RULE 90. ESTABLISHING AND DISCONTINUING ASSIGNMENTS.  Assignments my be established or discontinued at any time between the bulletin period stated in Section (a) of Rule 85. When an assignment is discontinued, the incumbent will be given as much advance notice as practicable. When an assignment is established it will, pending the time it is bulletined and assigned, be filled by engineers from the extra board except as provided in Rules 84 and 88.
