Dear Mr. Nelson:
This will
confirm our discussions concerning the Conductor-Only Crew Consist negotiations.
The Carrier
and the Organization have agreed to provide brakemen, whether from the LaGrande
Extra Board or from a pool of brakemen established to meet the requirements of
the recently established Oregon Law to place a second employee in the cab of
Helper Engines.
With regard
to Part 2(d) of Article IV (Reserve Boards), we agreed that the number of
employee slots available on the Tier I Reserve Board at LaGrande will be
increased by the number of Helper Trainmen positions reduced as a result of
conditions outlined in the "Helper Trainmen" Agreement. Should the
Helper Trainman Pool, Extra Brakemen's Board or Combination Conductor/ Brakemen/
Yardmen Extra Board, once established at LaGrande, be reduced as a result of
conditions referenced in the "Helper Trainman" Agreement, an equal
number of slots (positions) will be added to the Tier I Reserve Board in
accordance with Article IV, Part 2(a) to provide for the additional Brakemen
positions being credited.
